The division between the two specialties is not always clear-cut, and in practice, several activities overlap between the two. The incumbent will handle most regular job duties with a good degree of independence within established policy. Incumbents at this level perform the routine assignments and will occasionally tackle the breadth of activities that would be performed by higher-level employees.
