OVERVIEW:

Plans the procurement cycle, procures basic to moderately complex goods and services, and maximizes cost savings and cost avoidance efforts by utilizing negotiation skills and effective project management. Controls the supply chain management flows of goods and services to end-users, provides materials management services, executes procurement agreements and stand-alone procurement administration, and all other activities associated with the assigned commodity at the Material Services Group (MSG) or Procurement Group (PG) level and as per the Supply Chain Management Manual (SCMM) Authority Table. 

 

SCOPE: 

Serves Saudi Aramco (SAO) customers worldwide and Aramco Services Company (ASC) and subsidiaries in North America. 

 

PRINCIPAL DUTIES: 

  • Writes procurement plans, reviews and awards recommendations subsequent to approval by the management of the Company.    (~15%) 

  • Conducts negotiation meetings and uses cost analysis and different commodity price indices to maximize value out of the negotiation with suppliers, manufacturers, and agreement holders.  (~20%) 

  • Evaluates the lowest total cost of acquisition and ownership for materials and services.  (~15%) 

  • Processes requisitions into procurement instruments in order to supply cost-efficient value-added goods and services according to requirement date, customer requirements, and engineering and inspection requirements within the assigned MSG, PG or Service Supply Group (SSG) as per the financial authority in the Supply Chain Management Manual (SCMM) including Trade Compliance procedures.   (~25%) 

  • Engages in strategic sourcing activities within the assigned MSG(s) and PG(s) to provide supply management of goods and services from sources of manufacture that lower the total supply chain costs to the company.   

  • Engages in trade compliance activities within the assigned MSG(s) and PG(s) to ensure suppliers input for all commodity subject for trade compliance review as per SCMM.   

  • Supports company initiatives with procurement related tasks under the direction of P&L management.  Recommends procedure improvement changes. 

 

MINIMUM REQUIREMENTS: 

  • Bachelor's degree in Supply Chain Management (SCM), Purchasing, Materials Management, Business, Operations Management, Engineering, Computer Science, MIS or closely related Degrees.  MBA or graduate-level degree in Supply Chain Management, Engineering, or Operations Research is desirable. 

  • Certified Professional in Supply Management (CPSM) by the Institute for Supply Management (ISM) or Certified Supply Chain Professional (CSCP) by APICS; with one (1) each being desirable.   

  • Certified in Production & Inventory Management (CPIM) by APICS is desirable.  Equivalent certifications from the ISM, APICS or CIPS are acceptable.   

  • Good working knowledge of sources of supply and the suitability of materials in Oil and Gas related equipment/materials.   

  • Ability to analyze various factors, be alert to shifting conditions in the marketplace, and use good judgement to make sound recommendations and decisions.    

  • Proficient with business software applications. 

  • Typically, at least four (4) years SCM experience using SAP within a Petrochemical Operating Company, Manufacturing Plant Operation, or Engineering-Procurement-Construction (EPC) Environment as a Procurement Planner in an Operational-Manufacturing setting or as a Contract Representative in a Project-Procurement-Management organization; or other related material activities. 

  • Must be able to comprehend and communicate accurately, clearly and concisely in English. 

 

SUPERVISION EXERCISED: 

No supervisory responsibilities, but may serve as a resource to others with less experience. 

 

DECISION MAKING & SUPERVISION RECEIVED:   

  • Applies basic-to-mid-level supply chain and project procurement management principles related to the procurement of goods and services.  Makes procurement decisions per assigned authorities in SCMM and by purchasing management.  

  • Receives supervision from the Supervisor, Procurement.  Supervision and or well-defined, written or verbal instructions or standardized procedures are readily available.   

 

BUSINESS CONTACTS: 

  • Regularly interacts with the ASC logistics, trade compliance, customers, and inspection to ensure compliance with Supply Chain Management Manual (SCMM); to obtain freight estimates; to guarantee adherence to company policies and procedures; to follow safety requirements; to comply with engineering standards (SAES), engineering procedures (SAEP), trade compliance and inspection requirements. 

  • As needed, meets with ASC law, contracting, standardization, finance and the internal audit departments of the company, to ensure compliance with all SCMM, company policies and procedures, when circumstances require, to resolve non-reoccurring issues, or seek professional advice or technical assessment.  

  • Fully-engaged with SAO customers’ organizations, procurement and supply chain, inspection, engineering services.  

  • Regularly conducts on-site visits to manufacturers, suppliers and agreements holders to ensure compliance with ordering, stocking, US trade regulations and safety requirements are being met to support company operational requirements. 

  • As needed, holds meetings with suppliers, to discuss company business needs or to seek out opportunities to optimize cost, ensure materials quality and improve lead time. 

 

 

WORK ENVIRONMENT & PHYSICAL ACTIVITY: 

  • Primarily office environment. 

  • Regularly required to stand, walk, and bend with good balance, use hands to finger, handle or feel and reach with hands and arms. 

  • Regularly required to sit, perform repetitive duties, use standard office equipment and to talk and hear. 

  • Close vision, distance vision, color vision, and the ability to adjust focus is needed. 

  • Occasionally required to lift, move and carry up to 10 pounds. 

  • Travels approximately 1-5% of time outside of normal work locations to meetings, seminars and supplier offices throughout Houston and the Americas.   

  • May visit domestic and international manufacturing facilities to inspect export packers, cargo vessels, and warehouses.
